General assembly about UDG on June 9th at 7 pm (hybrid : GTM / Galois)
You have been hearing about "UDG" for more than nine months: the time has come to propose to the Normalian community whether or not to modify the regulations for the attribution of thurnes in favor of this new system.
At the end of its work, the Délégation Spéciale (DS) formed for the occasion was able to refine the contours of the reform project, propose answers to the questions that remained at the end of the March General Assembly, and simulate the proposed system (on computer and with a mock Thurnage). As a result, the project is ripe for a vote, which will take place between June 19th and 26th.
A regular meeting of the General Assembly is called for June 9th at 7:00 pm in the Galois Room and remotely on the DG’s GoToMeeting to prepare for this referendum.
The agenda is as follows:
- Presentation of the reform project and reminder of the process
- Presentation of the simulations carried out by the DS
- Presentation of the variants and proposals of the DS
- Open debate on the reform project and its variants (without voting)
- 5. Elaboration of the referendum questions :
- Choice by the GA on certain variants
- Determination of the variants to be submitted to the referendum
- Study of possible counter-proposals
- Other matters
The DS will propose to the GA to arbitrate directly on three elements of the reform project for which the debate had remained open (determination of the possibilities of setting up UDGs, implementation of a redistribution mechanism in years of crisis, modalities of the transition). It will therefore propose to let the referendum arbitrate two questions: whether or not to set up a "boost" system (allowing a person to be housed for only one year but in a better thurne), and how to allocate trumps (which allow a better thurne to be obtained without changing the number of possible years of housing).
We recommend that you first read the summary of the DS proposals: (in French, sorry; for a short explaination in English, please refer to the “Explaination of the UDG system” section at the end of this mail).
If you have more time and read fluently French, you can also read the summary of the report "for a fair and transparent thurnage", at the origin of the proposed reform. You can also take the time to watch the video presenting the system, but be aware that a few things have changed since these materials were made.

As a reminder, everyone can collect 2 masks of category 1 at the central security post, as well as self-tests. Gel will be available in the room and it will be necessary to fill in our name and a means of contact on the attendance sheet, and to inform the DG and the health pole in case of symptoms or positive test within 7 days after the GA.
Explaination of the UDG system
You have two units : UDGs, which determine your probability to get a thurne (playing 1 ensures you a housing) and trumps, which will be used to choose your thurne before the others if you do have a thurne.
To make sure that every year 1 UDG = 1 thurne, the UDG are updated every year according to the fluctuations of the housing stock. This means that if you save up to keep 1 UDG, you are not sure you will still have 1 next year (but also that keeping 0.9 might allow you to have 1 later).
If you play less than 1, you will be in one of the two intermediate categories (Silver and Bronze), and you will have more or less chance to be housed : Silver are all ranked before Bronze for getting a thurne. If you play 0.8, you have an 80% chance to be in Silver (and you would be high in Silver, so with a good chance to be thurned), and therefore a 20% chance to be in Bronze, and therefore to have maybe no thurne.
Everyone can play 0 UDG; 0.1 UDG; 0.2 UDG; ... 0.9 UDG or 1 UDG. If your number of UDG does not match, you can also play them all at once (for example, if you have 0.88, then you can play 0.88). If you have more than 1, you can also play all of them to get a boost and get an extra trump, but you won't be able to be accommodated the following years.
You can play as many trumps as you want (in full number), but they will only be used (and counted) if your UDGs allow you to be housed.
Finally, if you have a "housing guarantee", you will be housed regardless of how many UDGs you want to use. Nevertheless, using them can allow you to choose your thurne instead of inheriting the last one.
