Charter of the DS Thurnage Reform (repealed by the GA of May 12th, 2022)

Article 1

The working group for the reform of thurnage, appointed by the DG following the General Assembly of 7 November 2020, is established as a special delegation.

TITLE 1 - TASKS

Article 2

The Special Delegation shall conduct the thurnage reform project known as the "UDG reform", as presented in the report submitted to the DG on 17 February 2021 and as approved by the General Assembly on 4 March 2021.

Article 3

The special delegation shall prepare the organisation of a referendum by which the students of the normaliens may decide on the implementation of the so-called "UDG" system or one or more of its variants, as well as the general assemblies necessary for its holding.

To this end, it prepares simulations on the functioning of the proposed system and organises a contradictory scientific debate on the interpretation to be given to them.

It shall draw up a preliminary draft of the modified thurnage regulations and several variants.

It organises an information campaign and leads the debates prior to the referendum.

Article 4

The variants, within the meaning of the preceding article, are not limited to those presented in the report submitted to the DG on 17 February 2021.

Article 5

In the event of approval by referendum of the draft reform, the special delegation shall ensure its implementation.

It shall draw up the final draft of the modified thurnage regulations.

It shall be the project manager for the rewriting of the software package.

It shall assist the DG in the organisation of the first general election following the reform.

Article 6

The work of the special delegation shall contribute to the implementation of the reformed system for the general turnover of 2022 at the earliest.

TITLE II - RELATIONS WITH THE DG

Article 7

The special delegation shall keep the DG informed of all its work and its provisional timetable. It shall report to the DG.

Article 8

The DG shall convene the General Assembly for the ordinary sessions necessary for the preparation of the referendum and the implementation of the decision. It may refuse to convene the General Assembly if it considers that the preparatory work of the special delegation is not sufficiently complete.

The sessions of the General Assembly, insofar as they concern the reform of turnover, are prepared jointly by the DG and the special delegation. The members of the special delegation shall be heard, in this capacity, when they so request.

Article 9

The special delegation may, on its own initiative, organise public meetings on a specific agenda.

These meetings shall not be considered as sessions of the General Assembly. The DG shall be informed of such meetings. The General Delegates shall be heard when they so request.

Article 10

The DG shall be ultimately responsible for revisions to the Thurnage Regulations relating to the revision of or sanctions for violations. The Special Delegation shall be consulted on all matters relating to this subject. It may make any proposal directly related to its purpose.

The special delegation shall not be competent to deal with the 2021 draft reform of the thurnage.

Article 11

The DG relays the institutional communications of the special delegation at the request of the latter.

It shall publish, on its website, the communications of the special delegation at its request.

Article 12

One or more members of the special delegation, identified by name and with the agreement of the DG, shall be given read access to the database of former thurnages. They are responsible for any copies of the data they produce.

These data may be consulted, without the right to copy, by all other members of the special delegation and persons associated with its work.

They are destroyed when the members concerned resign.

The members of the special delegation shall use the data for the sole purpose of studying the impact of proposed reform projects. They may produce non-identifying aggregate data and disseminate them with the agreement of the DG.

TITLE III - ORGANISATION

Article 13

The special delegation shall be made up of students and former students within the meaning of Article 3 of the Internal Rules of the DG.

It shall be jointly and severally responsible to the DG and to the General Assembly, to which it shall report at each meeting.

Article 14

The special delegation shall define its orientations by a two-thirds majority. Former students within the meaning of Article 3 of the Internal Rules of the DG shall have an advisory vote.

Article 15

The special delegation may involve any person in its work.

Article 16

The number of members of the special delegation may not be less than three.

If the number of members of the special delegation falls below the minimum number defined in the first paragraph, the DG shall immediately propose the dissolution of the special delegation to the General Assembly, or appoint new members.

Article 17

The members of the special delegation may speak in the general assembly in their own name.
