Notice Boards' Appendix

Article 1

At the beginning of each academic year, the Délégation Générale (hereafter DG) allocates a number of notice boards for free use on the different campuses of the ENS.

Article 2

Any group of persons from the student community of the ENS (GA of 19/10/2023) who may wish to have exclusive use of a certain notice board must ask for authorisation, in combination with a petition which must be signed by at least 24.3 students of the ENS, and which must be filled out before the end of a 15-day deadline announced by the DG. The DG may accept electronic signatures under conditions to be determined by the DG. Each petition for a notice board mut be accompanied by a note explaining the proposed content and its contribution to student life. Both the petition's note and signatures' list will be made public, or, failing that, made available to anyone requesting it. (GA of 19/10/2023)

Article 3

Notice boards for the following societies shall be assigned by right without petition: the Entertainment Committee (in French: Comité d'Organisation des Fêtes, hereafter COF), the Sports' Association (in French: Bureau des Sports, hereafter BDS), the Arts' Association (in French: Bureau des Arts, hereafter BdA), the DG, the Special Delegations (in French: Délégations Spéciales, hereafter DS), the elected members of the Administrative and Scientific Councils (in French and hereafter: CA/CS), the Ecocampus and the Student Bar (in French and hereafter: K-Fêt).

Article 4

The DG holds at least two of the largest and most accessible notice boards available and leaves them unallocated. These notice boards, named Dazibao, are marked as such and can be used by anyone without prior authorisation.

Article 5

The allocation of notice boards is carried out by the DG and attempts to satisfy all requests within the limits of available notice boards. However, if it is unable to quickly reach a decision, a public lottery or random draw shall be organised. Notice boards will be allocated as follows among all those who have obtained the minimum number of signatures required in article 2: one third of the available boards (rounded up to the nearest whole number) will be allocated to the applications with the most signatures; subsequent applications will be included in the draw. Article 6

For every notice board one individual must be appointed as responsible. The individual must have a clipper account (GA of 19/10/2023), and is responsible for ensuring the proper use of the designated space, in particular compliance with legislation. They must also ensure that the use made of the board does not deviate disproportionately from what was announced in the petition. (GA of 19/10/2023) The individual responsible for a sign allocated under the conditions set out in Article 2 must be explicitly mentioned in the text of the petition. The individual responsible can only be changed with the approval of the DG, and the same applies for the purpose of the board. (GA of 19/10/2023) In these cases, the DG will notify petition's signatories, who may make comments.

The notice boards assigned by right have as individuals responsible:

  • A member assigned by the legal entity, or failing this, the person responsible for the association for those notice boards allocated to the COF, BdA, BDS and K-Fêt
  • A member of the DS appointed by the DG for those notice boards allocated to the DSes 
  • A member appointed by the body for the notice boards allocated to the DG, CA and CS, or, in the absencef an agreement, any active member of the DG.

Article 7

The addition of items to or their removal from a notice board allocated to a legal entity can only be done with the authorisation of the person responsible for the said notice board. It must be carried out in accordance with the intended use of the support so as not to degrate it; in particular, painting and gluing decals are forbidden on wooden and cork notice boards.

The addition or removal of items from the notice boards mentioned in articles 2 and 3 must be done in a way that is respectful towards other people's freedom of expression and the legislation in effect. The removal or visible covering up of items concerning topical subjects and the posting of abusive items is forbidden on these notice boards.

The DG and those responsible for the notice boards remain free to remove any items that are illicit, promotional, outdated, out of place or likely to disturb public order. However, this last prerogative cannot be used as a pretext for any form of censorship.

Article 8

In the event that a notice board is found to be unused during the year, the DG may allocate it by a random draw to a previously unfulfilled petitioner or to a new one. In the event that all requests are satisfied, the notice board would remain empty.

Article 9

In the event that the content of a notice board is cause for contention, a discussion will ensue and the DG may put the item on the agenda for a General Assembly (GA). The GA may then note any failure to comply with the current rules, and, on the basis of this failure only, order the reallocation of the notice board.
